I have a question on the LED lights, I just had mine installed, will they pass state Inspection in Va. with them even if turned off.

Welcome! Cant answer your quuestion though as I am not in Va or familiar with that states highway tarffic act.

In most states including NJ, your signals are judged legal by size not by brightness or efectiveness when you bring it to inspection. State inspectors in NJ want to pick everything apart, private inspectors here aren't so worried about the little stuff.
